Policy JJ- Student Activities (Cocurricular and Extracurricular)

Extracurricular activities shall include the following:

1. School-sponsored activities requiring supervision of students beyond the regular school day

2. School-sponsored activities occurring on school time but away from the school premises

3. Intramural activities of the Denver Public Schools except the Denver Public Schools athletic program and other phases of the recreational programs

All policies on student conduct and discipline shall apply to extracurricular activities.

Principals and teacher sponsors of extracurricular activities should develop specific written rules for extracurricular activities in each building. Students and parents shall be informed of rules for extracurricular activities.

Specific written rules governing particular interschool activities such as forensics should be developed jointly by school sponsors and representatives of the superintendent.

All extracurricular activities shall be under the direct supervision of certificated personnel of the Denver Public Schools.

Certificated personnel and other sponsors of extracurricular activities represent the authority of the school, and students shall comply with their directives.

Certificated personnel and other sponsors of extracurricular activities shall assume responsibility for supporting and maintaining the policies and rules of the school and of the Denver Public Schools. Teachers and other sponsors of extracurricular activities shall have the assurance that reasonable and professional decisions made by them shall be supported by the administrative staff.

Decisions regarding the dropping from an activity of either an individual or a group shall be discussed by certificated personnel or other sponsors and the principal. Such decisions shall be made in terms of the gravity of the offense. Discipline requiring immediate action shall be the responsibility of certificated personnel or other sponsors, and the action should demonstrate reasonable and professional judgment.

Unapproved student organization activities are prohibited. No school fraternity, sorority, club or society shall carry on any of its activities in the school building or on the school grounds during the school day unless specifically approved as a school activity. These prohibited activities shall include pledging, hazing and other acts disruptive of school operation.

The high school athletic program shall be governed by the constitution, by-laws and standing rules of the Denver Public High Schools Athletic League, which includes boys' and girls' interscholastic athletic programs, and such revisions as may be made by the athletic board of control.

Changes in the constitution and by-laws shall be ratified by the Board of Education. Following the annual meeting of the Denver Public Schools Athletic Board of Control, any changes in standing rules shall be presented to the Board for ratification.

The constitution, by-laws and standing rules shall be in accord with Board policies.

Eligibility

A student may try out for a sport or cheerleading if the student meets the following league eligibility standards:

1. All athletes shall meet Colorado High School Activity Association (CHSAA) eligibility requirements.

2. All students shall be certified weekly to comply with CHSAA eligibility requirements.

3. All students shall remain on computerized eligibility lists so that grades may be monitored at marking periods.

4. All support systems shall be available to assist those students having difficulty.

5. All ninth grade students shall be eligible for the fall and winter seasons by meeting CHSAA requirements. Starting with the spring season, students will be required to additionally meet District required 2.0 standards as well as CHSAA standards to be eligible.

6. Student athletes in the 10th through 12th grades shall be eligible as follows:

a. Those students having a 2.0 grade point average (GPA) for the end of the previous second semester shall be eligible for the following fall and winter seasons unless they fail to meet weekly eligibility requirements.

b. Students not having a 2.0 GPA for the end of the previous second semester shall be eligible for the following fall season until the CHSAA mandated recertification date but shall be required to have a certified 2.0 GPA on that date. If not certified at the end of the first marking period, the student shall be ineligible for the rest of the fall season.

Tennis and golf players shall be required to have a certified 2.0 GPA at the end of the fourth week of school. If not certified, they shall be ineligible for the rest of the season.

c. Students not having a 2.0 GPA for the end of the previous second semester shall be eligible for the following winter season until the end of the current first semester but shall be required to have a certified 2.0 GPA on that date. If not certified at the end of the first semester, they shall be ineligible for the rest of the winter season.

d. Those students having a 2.0 GPA at the end of the first semester shall be eligible for the entire spring season unless they fail to meet weekly eligibility requirements.

e. Students not having a 2.0 GPA at the end of the first semester shall be eligible until the CHSAA mandated recertification date but shall be required to have a certified 2.0 GPA on that date. If not certified at the end of the third marking period, a student shall be ineligible for the rest of the spring season.

7. Cheerleader eligibility requirements shall be as follows:

a. Candidates shall have a 2.0 GPA at the end of the first semester.

b. Candidates shall have been enrolled in five classes (25 hours) the semester previous to the tryouts and shall be enrolled in five classes (25 hours) and shall not be failing in more than one class (five hours) at the time of tryouts.

c. Cheerleaders shall meet the same eligibility requirements as athletes and shall be certified in the same manner.

Student support system

1. A structured support process shall be implemented at each high school. Options shall include a required study hall, an eligibility specialist, tutorial assistance, counseling services, athletic seminars and summer school attendance.

2. Identification of all student athletes-at-risk shall be determined through weekly eligibility reports.

3. Post-season support shall be maintained.

4. Periodic evaluations shall be made of the support system at each school.

Any student engaging in any competitive athletics shall be given a physical examination prior to his participation in any form of exercises leading to such athletics.

Every student shall have the privilege of trying out for an authorized sport unless under disciplinary action.

Use or possession of tobacco (smoking, chewing or snuff), use or possession of alcohol, illegal use or possession of harmful substances, or illegal use or possession of narcotics or habit-forming drugs including anabolic steroids by student athletes shall be forbidden at all times and in all places during participation in any sport's season.

Policies and regulations which apply to student conduct and discipline also shall apply to the athletic program. In addition, all participants shall be governed by the Denver Public Schools' Athletic League Constitution, Bylaws and Standing Rules.

Violation of any of the above conduct standards may result in penalties ranging from nonparticipation in a specific athletic event to a ban on athletic participation. An athlete shall be ineligible during any period of out-of-school suspension from school and shall not participate in practice or scheduled contests until reinstated and attending classes.

Coaches may have additional training rules which if broken could carry the penalty of suspension from the team.

With the importance of maintaining a high standard of student conduct within the athletic program, before any penalty is imposed on a student athlete, the administrator designated by the school principal shall review the evidence and determine that a student athlete did in fact violate a league rule.

All penalties shall be final and binding on the athlete and members of the coaching staff.

An appeal procedure shall be provided by the league to protect the rights of students, parents and other parties in interest.
